Professional Standards Framework for teaching and supporting learning in higher education: report of the review 2021-2023

Launched in 2006 and last revised in 2011, the Professional Standards Framework for teaching and supporting learning in higher education (PSF) has global recognition for raising the profile of teaching and learning in higher education. The PSF’s contribution to reward and recognition is unsurpassed, being used by individuals, institutions and national bodies. Its support for policy setting and strategic transformation is valued, as is its application to leadership, promotion, probation and professional development. As sector custodians of the PSF, Advance HE recognised that a review of the PSF was an imperative to ensure it retains currency and relevance to practice in an ever-evolving environment.

The review process was independent, strongly sector led and evidence based. Comprehensive and repeated consultation facilitated a co-creative environment from which the PSF 2023 emerged. This report details that review process, and explores some of the most prominent changes to the revised Framework.

The revised Professional Standards Framework 2023

The PSF, which was last revised in 2011, is a framework used in many parts of the world to support and recognise staff development and benchmark success in teaching and learning in higher education.

PSF 2023 is the outcome of a sector-wide consultation with over 800 academics and higher education professionals from more than 20 countries.
