For many years now there have been global concerns about equitable access to healthcare (WHO 2010). Good workforce planning is essential for accessible safe and cost-effective nursing care (Shamian 2016) and has consequences for nurse education (Cleland et al. 2014) but a variety of complex and inter-related factors have meant that recruitment into some nursing posts in Scotland remains challenging (Powell et al. 2012). The combination of an ageing population with increasingly complex healthcare needs and Government policy aimed at moving more aspects of healthcare into the community have compounded the nursing workforce issues in Scotland (RCN Scotland 2015).
