Issra Pramoolsook received his PhD from the University of Warwick and is currently an associate professor of applied linguistics and English language teaching at Suranaree University of Technology (SUT), the first university that introduced the Professional Standards Framework (PSF) in Thailand.

As the first strategic partner of Advance HE, SUT implemented Thailand's first Advance HE accredited programme at D1 level called the STARS Programme. Issra has been supporting this programme since its conception in 2017 as a trainer, mentor and reviewer of the applications. Alongside this, he has been a mentor for his colleagues at SUT and three other universities for their Fellowship and Senior Fellowship direct applications as well. In 2019, he used this experience to support Sukhothai Thammathirat Open University (STOU) in writing the accreditation package for STOU's own D1 programme called SMART, and he has been a trainer, mentor and lead reviewer for SMART applications since.

Realising the usefulness and impact of the PSF in capacity enhancement regarding teaching and learning support, he has been promoting the framework in workshops and webinars for more than seven universities in Thailand. Following the publication of the PSF 2023, Issra is the main person to handle the transition of the STARS and SMART programmes to the new version, and also is overseeing the writing of a submission for the D2 programme accreditation, called STARS+ for SUT, which is hoped to be ready by the end of this year.
